摘要

An environmental management system (EMS) ideally should be planned and implemented to manage all of an organization's activities, products, and services in a way that reduces their environmental impacts.rnHowever, it does not always work this way in practice. Some organizations have adopted an ISO 14001-based EMS for the sole purpose of satisfying a customer requirement that they have a management system-the so-called "put a certificate on the wall" approach. In such cases, the management system is operated as a "bolt on" program-or, as some would say, a separate "silo."rnThe definition of "environmental management system" that appears in ISO 14001 clearly states that environmental issues need to be addressed as part of the overall way the organization is managed. That is, they need to be handled as part of a business management system, not by a separate silo.
