Climate change is an urgent and complex issue that requires nations to implement laws and strategies for effective mitigation. More than 1800 national-level climate-related laws and policies exist around the world.1 Despite these laws, global emissions continue to grow, indicating that the world is not on track to meet the objectives of the Paris Agreement. It is therefore time to take stock and reflect on the challenges that are hindering effective mitigation. In this viewpoint, we identify three key challenges hindering progress toward reducing greenhouse gas emissions globally, and further elaborate on these using New Zealand and its recent national law toward a zero carbon future as an example of why these challenges exist.
