The Rise and Fall of Chlorpyrifos in the United States

Chlorpyrifos seems to have done its job. It was an effective insecticide, and it was not environmentally persistent. However, given its neurological toxicity, its residential uses were eliminated in 2000. This restriction was effective, judging by poisoning incident reports and by carpet dust and human urine measurements. Further pressure from NGOs and the resulting attention chlorpyrifos received from the U.S. EPA and the U.S. Court of Appeals system over the past few years also tended to reduce chlorpyrifos' sales. When California and the European Union began to consider restrictions on their own, it became apparent that chlorpyrifos' commercial life had come to an end, and it was withdrawn from the market by Dow/Corteva. This is the usual pathway for many chemicals of this sort. The manufacturer may still believe in the safety of a given product, but publicity often leads to a business decision to no longer manufacture it and to move on to more modern products-products that have the same function but have not yet received much negative publicity. Insecticide regulations in the U.S. work but not quite in the way the authors of the Federal Insecticide, Fungicide, and Rodenticide Act envisioned when it was passed in 1947.
