The federal agency responsible for investigating human-health risks posed by contaminated sites or excessive industrial pollution is under fire in Congress. The U.S. Agency for Toxic Substances and Disease Registry (ATSDR), housed at the Department of Health and Human Services, routinely conducts perfunctory in-vestigations that use simplistic and outdated science, according to a rnreport by congressional investigators and scientists.rnThe federal agency responsible for investigating human-health risks posed by contaminated sites or excessive industrial pollution is under fire in Congress. The U.S. Agency for Toxic Substances and Disease Registry (ATSDR), housed at the Department of Health andrnCongress established ATSDR in 1980 when it created the Superfund program under the Comprehensive Environmental Response, Compensation, and Liability Act. The agency is tasked with reviewing complaints of human-health risks, but it has no enforcement power.
