What would happen if policy makers in the U.S. suddenly approved a tax on CO_2? Would electric utilities instantaneously switch to more efficient power plants with lower CO_2 emissions? Would consumers immediately become more careful of their electricity use? New research published in £S&r(pp 3139-3144) concludes that the answer to these questions is a resounding "yes". The researchers also note that earlier work has found that the price needed to stimulate these changes will encourage power companies to invest in low-carbon technologies. Jay Apt, executive director of Carnegie Mellon University's Electricity Industry Center, and colleagues find that it won't necessarily take a huge tax on carbon to encourage a change. A tax on CO_2 emissions as low as $35 per metric ton (t) would lead to a 10% reduction in CO_2 from facilities located in the Northeast and Midwest, whereas the same price would result in reductions one-third as large in Texas.
