Answer:the ire of developers.Just ask anyone in Clark County,Nev.;Riverside County,Calif.;or western Oregon about these rare animals,and you'll get an earful.In recent years,the Endangered Species Act (ESA)-"the broadest and most powerful law" in the world for the protection of species (National Research Council,1995)-has spawned bloody battles in the courts over the government's role to protect threatened species versus the rights of property owners to use the land as they wish.
