In the late 1950s, as a doctoral student at Harvard University, Walter Jacob Weber, Jr., quietly began his tangle with traditionalists. Reuse wastewater? "Walter, you will never do that," exclaimed Gordon Fair, one of Weber's early mentors at Harvard and generally recognized as the father of sanitary engineering. "You will go to sources like the Quabbin Reservoir near Boston or the Catskills of New York and bring pure water down to the city in pipes like the old Romans did in their aqueducts."
