The White House has threatened to veto a budget bill passed by the full House of Representatives that would cut EPA funding by one-third and hand out regula-tory waivers to several polluting industries. The budget package, part of the Veterans Administration Housing and Urban Development, and Independent Agen-cles appropriations bill, was approved on July 31 with 18 riders attached that cut funding for specific environmental regulations. An initial effort to remove the riders, led by Rep. Sherwood L. Boehlert (R-NY), was overturned by the House, and the entire bill passed by a vote of 228 to 193.
