摘要

This article has reviewed the allocation of responsibility among producers operating in EPR systems. The intent has been to ascertain prospects for and barriers to systems which generate incentives for design of environmentally-preferred products. Put another way, the question that has been entertained is whether and to what extent individual producer responsibility (IPR) is feasible. The article has used the EU's WEEE Directive as the principal case in point for this analysis, though examples are drawn from other countries and the implications are intended to inform understanding of IPR across the globe and across product categories. The article assumes that management of WEEE in most cases still constitutes a cost, not a profit.
