El Mercado de derechos a contaminar constitutes, in the opinion of this reviewer, the most complete legal analysis of the European Union emissions trading scheme (EU ETS) in Spanish language written so far. According to its authors, it constitutes an in-depth study and a critical analysis of the EU ETS - and of its implementation in Spain - from the perspective of public law. This implies that the book focuses upon the role of public powers in the creation, supervision and evolution of the market, while leaving outside its scope the study of the framework applicable to secondary markets something which has been fervently addressed elsewhere.
