摘要

EU Climate Change Policy: The Challenge of New Regulatory Initiatives arrives at an opportune time as European Union (EU) Member State governments are turning to more 'radical' methods to tackle climate change and as the Kyoto 2012 deadline rapidly approaches. The volume, edited by Marjan Peeters and Kurt Deketelaere, commences with a brief overview of the sections and chapters in store for the reader. The book comprises four parts. Part one is a general introductory section to the book, with chapters presenting the key elements of the book on the challenges of EU climate change policy, EU policy in the international context, and the relationship between the EU and Russia and the impact of Kyoto upon this relationship.Part II presents a case-study of greenhouse gas (GHG) emissions trading within the EU. Contributions address various emissions trading issues including, inter alia, the interaction between Integrated Pollution Prevention and Control (IPPC) and emissions trading, the allocation of allowances under the EU Emissions Trading Scheme (EU-ETS) to Member States, and policy lessons learnt from emissions trading in the United States of America (USA) that could be applied to emissions trading systems within the EU.
