There are still three interinstitutional negotiations on environmental issues to be concluded before the end of the legislature, but it is undoubtedly the talks on application of the EU's Emissions Trading System (ETS) to aviation that will be the real attention grabber. Anything not formally adopted by the evening of 17 April will be in limbo for at least six months. There is no question of this happening with the controversial issue of the ETS applied to aviation: if an agreement is not reached with the Council and confirmed by the two institutions by 30 April, the system will apply in full, from 1 May, to all flights landing in and departing from the EU, for all airlines regardless of origin. This matter is a casus belli for the Union's partners.
