In granting Poland's coal plants three more years to be in line with the EU's polluting emissions standards, the European Commission "seems to be siding with the biggest industrial polluters rather than protecting people's health," says the NGO Health and Environment (HEAL). Directive 2008/50/ EC on ambient air quality and cleaner air for Europe gives member states the right to ask for a three-year grace period to bring their coal plants in line with EU law under their transitional national plan (TNP) on pollution. Poland has made the most of this and the Commission has just green-lighted the extension. Under the directive, the member states have 4.5 years to bring their installations in line with EU standards under their TNP. Under the Polish plan, this transition will only be complete in January 2019 (instead of 2016). Warsaw is not the only one to have applied for an extension: 15 other member states have also done so and the Commission has already approved seven applications.
