It's become an annual event. Every year, Microsoft Chairman Bill Gates comes here to address Congress about the state of the technology industry, and every year he tells lawmakers the same thing: loosen up the H-1B visa regulations that allow foreigners to come to the United States or risk falling further behind in the global innovation race. Even though his appear-ance before Congress March 12 was probably his last before he leaves the company this summer to pursue his philanthropic goals, Gates was just as adamant. "I want to emphasize that the shortage of scientists and engineers is so acute that we must do both: reform our education system and reform our immigration policies," he said. "This is not an either-or proposition. If we do not do both, U.S. companies simply will not have the talent they need to innovate and compete."
