The proposed sampling and testing of ballast water by port states once the convention is ratified is causing headaches for makers, shipowners and regulators alike. The principal concerns centre around the issues of establishing a sample that is representative of the ballast water in its entirety and the ability to deal with the volumes of ballast water required.
