Attempts to broker an agreement on newbuild prices have been abandoned after more than eight years because the Organisation for Economic Cooperation and Development (OECD) believes that an agreement is impossible. Talks began in 2002 when South Korean yards were undercutting European builders by using what European yards said were dumping tactics and illegal subsidies. Talks were suspended in 2005 and have been dormant throughout the recent shipbuilding boom.
