Some shipping bodies have been saying for years that there is a huge degree of unfairness and massive cost involved in meeting the political aims of what is in fact a small number of national governments. The beginning of this year saw a number of organisations pointing out the safety implications of burning low-sulphur fuel in boilers when in EU ports. Until then, the main focus had been on overcoming the problems related to switching fuels for the main engine-something that has been achieved without too many difficulties on most ships.
