With hundreds of ships of all types idling in lay-up around the world, the argument that there is too much capacity in shipbuilding is, on the face of it, a powerful one. But is the ability of the world's shipbuilders to turn out more than is needed in a downturn really a good argument to force yards to close? There are plenty who believe it is, including the EU, the OECD and many from within the shipping industry itself. Not surprisingly, the workers at threatened yards and many developing nations who aspire to join the world shipbuilding club disagree.
