While many modern navigational aids, radar and sonar are good examples, owe their origins to military or security needs, it is fair to say that once in the public domain any development and enhancement for commercial use has been driven by user demand and suppliers need to compete. Basic technical standards have been laid down by the IMO under the SOLAS convention and in general these have evolved to take advantage of improvements rather than imposing demands which manufacturers have had to respond to.
