Confidence is growing in the Middle East that a distantbut eventual upturn in the offshore supply vessel (OSV) market should lead to an improved performance in 2018. Regional offshore activity hit 65% utilisation rates, a silver lining in what was otherwise a flat market last year."All the indications are that in three to four years, there has got to be a strong recovery in the OSV sector," Fazel A Fazelbhoy, CEO of Dubai-based Synergy Offshore, told Fairplay in an exclusive interview. "Clearly, the market is now looking at an uptick in offshore activity."Current offshore oil producing assets [in the Middle East] are facing a depletion rate of about 6-12% per year. If new wells are not explored and developed, as the decline in exploration and production indicates over the past four to five years, it won't be long before the current inventory glut is drawn down and surplus oil is reduced to zero," he added.
