Local content requirements can be a challenge for companies that want to do business in Africa - particularly in countries where there are transparency issues and in which local partners may not add intellectual capital or value to a project. According to an International Energy Agency (IEA) report, almost 30% of global oil and gas discoveries made in the past five years were in sub-Saharan Africa, reflecting a growing appetite for African resources. To ensure that more of the benefits of those discoveries stay at home, some African countries are reworking their rulebooks.
