Five years ago 25 countries representing 24.28% of the world fleet by gross tonnage had ratified the 2004IMO Ballast Water Management (BWM) Convention. As of the end of September, those figures had increased to 44 countries and 32.9% - 30 countries more than needed but still short of the 35% required for the Convention to come into effect. At the 68th Marine Environment Protection Committee (MEPC 68) in May, it was announced that India was soon to ratify the convention which would have meant that the 35% trigger point would almost have been met. However, while the Indian government did say that it would soon put a bill before parliament, no announcement of such a bill having been passed has been made. If the 35% is reached by the end of the year, then the convention will come into force. If it is not, then the International Maritime Organization (IMO) will recalculate the figures early in 2016, taking into account new deliveries and scrappings that have taken place throughout 2015, which could result in the figure altering in either direction.
