The US Coast Guard (USCG) has changed its rules for mariners working on offshore support vessels (OSVs) to make it easier for engine crews to advance their careers. Effective 25 January 2016, the amendment affects about 19,000 qualified members of the engine department (QMEDs) working on towing vessels, barges, and OSVs. As senior unlicensed crew members working in engine rooms, QMEDs have been unable to divide a 12-hour shift into separate watches. This has prevented them from receiving 1.5 days of sea-service credit for 12 hours of work, which is allowed for licensed mariners working in the engine room as well as on deck.
