We are amid the most promising times in the long history of seafarers' rights. Last year the Maritime Labour Convention (MLC) came into force and 2014 sets the scene for those rights to be delivered. However, the challenge for the whole industry this year hangs on whether more states ratify the MLC, national laws give full and complete effect to its promises, and whether the standards will be enforced by port state control uniformly and effectively. The MLC must not be allowed to become simply a paper exercise that is lost to the dedicated architects of the convention.
