The rapid increase in private floating armouries and proliferation of small arms in the Indian Ocean is causing concern among countries in the region, leading to calls for better regulation. Almost 140 private maritime security companies (PMSCs) operate in the northern Indian Ocean. They hire out sea marshals to provide cargo ships with onboard protection from Somali pirates. This means there are thousands of small arms at sea at any given time. These are seen as a security risk, as they could fall into the wrong hands. Indian naval chief Admiral DK Joshi drew attention to the problem at the Galle Dialogue maritime security forum hosted by Sri Lanka last November.
