Should Indonesia persist in developing domestic ore refining facilities, the market can expect limited exports of nickel, iron and copper ores and bauxite. The country had planned to implement a ban on raw ore exports on 12 January, after initially announcing it in 2009. Following requests from Indonesian miners, the ban was relaxed, but an export tax now discourages the shipment of raw ores. Indonesia's finance ministry has issued export taxes ranging from 20 to 60% for six mineral types: copper concentrate (above 15% level), iron concentrate (above 62% level), lead concentrate (above 57% level), zinc concentrate (above 52% level), illuminate iron concentrate (above 58% level), and titanium concentrate (58% level). The taxes will be increased in phases before raw mineral exports are completely banned in 2017. It is hoped that by then, the refining sector will take off.
