One of the most shocking moments in my time at IHS Maritime Fairplay came almost 20 years ago when I sat with European ferry experts in Tallinn, Estonia, to watch a reconstruction of the events that led to the sinking of the Baltic Sea ferry Estonia. We watched as heavy seas pounded the bow visor, forcing it open; the bow door behind could not hold back 6m waves as the ship crashed through adverse weather at 16kt. As the main car deck filled with water, Estonia developed a heavy starboard list. Less than an hour after the initial metallic bang was heard, the ship went down with the loss of 852 lives. The audience in that Tallinn theatre was stunned into silence long after the video ended. Addressing the Interferry conference in Vancouver last month, chairman Mike Grainger said that as a result of the Estonia tragedy, "lessons have been learnt and new regulations have been implemented". How accurate is this statement, and more to the point how relevant is it?
