China has appointed senior political figures to head its newly formed State Oceanic Administration (SOA). Liu Cigui is named as director, and Meng Hongwei as deputy director. Cigui was mayor of Xiamen City (Fujian province) from 2007-11 and local secretary of the Communist Party. Hongwei has been vice-minister of public security since 2004. The appointments are part of a strategic restructuring that incorporates maritime divisions, particularly those that are key to securing China's territorial waters.
