The African Union is in the final stages of fashioning a cabotage regime that would bar non-African-owned vessels from carrying cargo between the continent's states. In support of the move, Nigeria, the largest oil producer, told Fairplay it planned to release dedicated cabotage vessel funds this month to develop its national fleet. While many countries have stringent cabotage regulations, African coastal waters remain largely unregulated. So the move by the African Union is regarded as daring but necessary.
