Outlook: The decline in hire levels flattened last week, with average time charter rates for cellular tonnage coming off 0,7% week-on-week after a previous 1.2% drop. Losses were fairly evenly spread across the size classes, with only the 3,500teu baby Panamax type standing out because of a stronge 1.2% decline. However, shorter periods of 12 months for both 3,500 and 4,250teu tonnage began to inch up. Rates could remain under pressure while charterers take a fresh look at their capacity requirements.
