Does the European Commission get things too much its own way in the maritime sector? Would it not benefit from having sparring partners built to its own pan-European dimensions to test its maritime policy ideas in future? One person who thinks it would is French Maritime Cluster chairman Francis Vallat, who has just been elected to succeed Dutchman Niko Wijnolst as chairman of the European Network of Maritime Clusters (ENMC).
