Singapore's stated ambition is to become one of the world's leading maritime services centres but there is little doubt its attractions have not swayed the P&I insurers. They remain implacably wedded to Hong Kong. Only four clubs have made their home in Singapore: Standard, Shipowners, UK and North. In contrast, Hong Kong is the Asian home of Gard, Steamship Mutual, West of England, Skuld, The Swedish and London P&I clubs. Clubs sticking to Hong Kong told Fairplay the decision rested on the need to centralise their resources in the former British colony, which shares the same time zone as Singapore. The Shipowners' Club focuses on providing P&I cover for small and specialist vessels such as offshore tonnage. Because Southeast Asia is the centre of gravity of the offshore industry in the broader region, Singapore is a natural location to do business.
