The big question in Panama is no longer 'will the new canal locks be finished on time?' but 'how many months will they be late?' Despite growing concerns about construction delays, Panama Canal Authority (ACP) officials have pointed to a significant improvement in concrete placement -and assert that it's simply too soon to know how much of a delay, if any, there will be. "Even though there might be a deferment of a few months - which for a project of this size is not unreasonable - it is too early to say if Grupo Unidos por el Canal [GUPC], the consortium charged with building the third set of locks, will be behind schedule," ACP executive vice president of engineering and programme management Jorge Quijano told Fairplay.
