America's dash to develop coal export capacity is increasingly shifting towards the Gulf of Mexico coast, despite higher rail transport costs than proposed Pacific coast options. Pacific terminal projects are being opposed not just on environment grounds, but also on the argument that future coal traffic would impair regional container and argribulk logistics.
