Nine shipyards set up the Korean Shipbuilders' Association in 1977, but there have been no new members, general manager Kwon Oh-yoon told Fairplay. Several shipbuilders joined the sector in the boom years of the late 1990s, but "existing KOSHIPA members were reluctant to welcome newcomers". The more than 80 yards left out in the cold set up their own association, the Korea Shipbuilding Co-operative, which covers builders of smaller vessels, including coastal and fishing ships.
