As piracy continues to blight the marine market, controversy has raged over which preventative measures owners should take. The International Maritime Organization (IMO) has said that in the past 12 months there were 286 piracy-related incidents off the Somali coast - which had resulted in 67 hijackings involving 1,130 seafarers. Shipowners have been caught in a dilemma as the Joint War Committee has extended the area off Somalia that is deemed to be high risk almost to the coast of India as the pirate gangs have extended their range.
