One man has become the dominant figure in Russian ports, apparently masterminding the merger of Russia's largest oil outlet, Primorsk on the Gulf of Finland, with Novorossiysk, Russia's second-largest oil terminal and the biggest port on the Black Sea. This deal, first announced in September and closed in January, gives the new London Stock Exchange-listed Novorossiysk Commercial Seaport Co the largest oil loading turnover in Europe.
