Vessel operators calling on the ports of Los Angeles and Long Beach may soon have to reassess whether detouring around a clean-fuel zone in southern California is worth the extra time and operating expense. The reason: the state of California has proposed extending a 24-mile zone in which operators are required to switch from bunker fuel to more expensive, low-sulphur distillate fuel. That would incorporate a popular detour area that ships have been using to avoid having to make the switch.
