Most ports in China are poorly connected to their hinterland. The majority of freight gets to or from the ports by overloaded trucks. China's Port Development Institute said this is caused by the lack of co-operation between port, city and railroad authorities. That's now changing. Integration of all modes of transport is part of the 12th Five Year Plan. The transport ministry said it would develop various modes of transport coordination, speed up the construction of an integrated transport system and create integrated transport hubs.
