Italy's Costa Crociere is the first cruise company to set up a wholly-owned foreign enterprise (WOFE) in China. It will be located in Shanghai, Costa's home port in the country. Costa Crociere's chairman and CEO, Pier Luigi Foschi, said since it entered the Chinese cruise market in 2006, the company had worked with local government authorities to develop the cruise sector.
