China's forwarders are urging Beijing to stop shipping lines discussing surcharges - though their efforts appear to be in vain for the moment.rnThe most significant problem appears to be that shipping lines in China bill - or want to bill forwarders for terminal handling charges. Forwarders insist the high added cost is unjust, particularly for Chinese shippers that mainly sell cargo on FOB terms and are not used to paying any shipping charges.
