Part B of the Maritime Labour Convention is not a mandatory element, and its implementation is not verified by Port State inspectors. However, ratifying members can't simply ignore it either. It relates to how basic seafarers' rights can be implemented, based on many of the provisions that already exist in previous maritime labour conventions. Ratifying members don't have to comply with Part B but as it is designed to help understand the mandatory regulations and standards in Part A of the Code, any member that ignores it will do so at their own peril.
