Continued cold weather in China has resulted in sea ice forming, curtailment of oil production and delays to shipping, as well as creating broader fuel problems which extend beyond the supply of natural gas (see p11). With its inland transport network stalled by heavy snow falls, coal supplies from the coal-producing provinces, such as Shanxi have been delayed to such an extent that low stockpiles at power generators have caused electricity rationing.
