At a ceremony hosted by its publishers, The Nautical Institute, Bulk Carrier Practice was warmly welcomed. The secretary-general of the IMO, Efthimios Mitropoulos, giving the opening address, reflected on the 17 years that had passed since the first edition. Bulk carrier safety became the focus of attention under the secretary-generalship of William O'Neill. Since that time, codes and guidelines as well as updates to SOLAS have triggered an improving trend in bulk carrier safety. In 1991 there was, on average, a bulk carrier casualty every two weeks with the loss of 154 lives. The subsequent focus on safety has had remarkable results.
