The row between the marine underwriters and P&l clubs over who should shoulder the cost of ransom payments shows no sign of abating. Currently, under the average arrangement, P&l clubs do not participate in the funding of ransom payments. Hull and cargo underwriters believe they should pay a share, but the clubs are holding firm. One London underwriter said: 'There is a growing frustration that despite the discussions there seems to be no movement on the issue from the P&l clubs." The issue was discussed at the International Union of Marine Insurance at its annual conference last year - but since the debate, which was attended by representatives of the P&l community, there has been no progress.
