Has a miracle happened? Has all the excess crude oil in storage in the US been used up? Prompted by the latest premium of WTI over Brent, those are the questions that HSBC has asked. Sadly the answer is 'no! But there is some good news for the tanker market. The price differential between the two crude oils was caused by an oversupply situation on one side.This has now eased as a result of a slight increase in the US demand for products. HSBC tells us that refinery runs and margins have increased.rnThis activity has so far been too slight and too early to have boosted the VLCC market in the Middle East - 280,000 tonne cargoes traded down slightly from Worldscale 37.5 to W35.rnIn the East, double-hulls were attracting rates of W42.5 to Japan and South Korea and single-hull tonnage was seeing W35 or less as the going rate. With an easing of bunker prices, these rates still equate to a figure in excess of $30,000 per day.rnBut there are clouds gathering on the hori-rnzon. Crude oil traded above $45 on Nymex. But OPEC's desire to push oil prices up to the $60-70 per barrel level may prompt more cuts in production. At the cartel's meeting next week all will be revealed. But if reductions are agreed, the 29 or so VLCCs which are still acting as floating storage are likely to discharge their cargoes and be released onto a slack market.
