Cruise vessels and Jones Act tankers are expected to be the most adversely affected by Emission Control Areas (ECA) mooted to encircle the United States and Canada. The proposal to establish the ECAs, stretching 200 n-miles seaward from most of the US and Canadian coasts, is intended to help clear the air at port cities in which seagoing vessels are blamed by politicians and Washington's Environmental Protection Agency (EPA) for the lion's share of air pollution. Some in the industry question the 'cost benefit analysis' of the proposal, scheduled to be considered by the IMO in July."In theory it's a good proposal," said Clay Maitland, founding director of the North American Maritime Environmental Protection Association. "It could be effective as long as it does not hinder trade." At this point, most in the trade are studying the proposal and are universally pleased that the North American governments are working within the IMO structure and not each acting unilaterally.
