The prize is the anticipated cargo flows into and out of India that are seen as eventually matching those of China. In the first round of bidding two years ago, a consortium led by PSA Corp, which tied up with local conglomerate Aitken Spence, emerged as the frontrunner. However HPH, which came second, tried to outmanoeuvre PSA by offering a higher container throughput and revenue stream. That round was cancelled amid allegations that some officials hac fixed the tender in favour of PSA, even though powerful sections of government preferred HPH. Massive lobbying highlighted perceived security threats to India from HPH, given the way its links to China blocked bids for Indian terminals.
