The tanker industry has an enormous stake in the stability of PDVSA, given its increasing high-tonne-mile deliveries to Asian buyers. However, there is great scepticism regarding PDVSA's health, particularly in light of alarming delays in payments to its business partners.rnPDVSA's annual report claimed it invested $15Bn last year and made allocations to the state of $53Bn (up 20% from 2007). The company posted a 50% increase in profits, to $9.4Bn, according to its president, Venezuelan energy minister Rafael Ramirez.
