While there is no doubt that the economic turbulence of the past year has had an impact on Japan's ports, Kobe is arguably as tough as they come. Located just to the northwest of Osaka, the port suffered considerable damage in the Great Hanshin Earthquake of January 1995, which levelled sections of the city and killed 6,434 people.rnDamage to port facilities, warehousing and related industries meant that container volumes halved in the year after the disaster and the port almost entirely lost its position as a major regional transhipment hub. While Korean and Chinese ports such as Busan and Dalian were ready to exploit this opportunity to their long-term benefit, Japanese ports seemed unable or unwilling to step into the breach resulting from Kobe's misfortune.
